a regulating body governed by the Mental Health Act 1983. Its members comprise some 90 psychiatrists, nurses, lawyers, members of other clinical professions, and lay people. They have the responsibilities of regularly visiting psychiatric hospitals (yearly for ordinary hospitals; more frequently for
special hospitals), reviewing psychiatric care, giving second opinions on the need for certain psychiatric treatments,
and acting as a forum for the discussion of psychiatric issues.
